Practice Description
Mr. Missall provides legal counsel and problem-solving advice on all aspects of land use and development law, governmental permitting and approvals, and related litigation. Mr. Missall handles land use and environmental regulatory matters; procedural requirements of land development; real estate transactions related to the use and development of property; administrative hearings, trials and appeals; annexations; and public law issues including records disclosure, open meetings, ethics, agency negotiations, and intergovernmental relations.

He is admitted to practice in the State of Washington; U.S. District Court, Western District of Washington; U.S. Court of Appeals, 9th Circuit; and U.S. Supreme Court.

Representative Work
Represents and counsels individuals and businesses in land use and administrative hearings and appeals for plats, subdivisions, and binding site plans; development entitlements and permits; conditional use and variance permits; planned unit developments; shoreline developments; and annexations.
City Attorney for the City of Mill Creek, acting as general counsel on all of the City's governmental and proprietary matters since 1988.
Negotiated development agreements with, advised on land acquisition or land use and development matters in, and obtained or defended permit actions throughout western Washington, including the cities of Bellevue, Everett, Renton, Newcastle, Redmond, Bothell, Kenmore, Mercer Island, Seattle, Lynnwood, and Mill Creek; and the counties of Snohomish, King, Kitsap, Pierce, San Juan and Island.
Represented clients in projects such as the development of a large waterfront hotel, creating two new town centers, and redeveloping large commercial sites to other uses.
Handled environmental cleanup matters throughout Washington state, including underground storage tanks, contaminated soils, toxic exposure, and state and federal superfund sites.
Special Land Use and Litigation Counsel to Town of Woodway since 2000.
Special Land Use Counsel to City of Snohomish since 2006.
Special Deputy Prosecutor to the King County Ombudsman for ethics complaints involving members of the King County Council.
